About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Environmental Protection (DEP) for the procurement of credentialing and continuing education training services for onsite wastewater contractors and county health department field staff. The training services include Accelerated Certification Training (ACT) and advanced training in Onsite Sewage Treatment and Disposal Systems (OSTDS) to be provided by the Florida Onsite Wastewater Association (FOWA) at their training center in Polk City, Florida. This training is required to be approved by the Florida Department of Health and DEP. The contract term is for one year from July 1, 2024 to June 30, 2025.

The estimated dollar amount for the training services is $110,000 based on the prior fiscal year. FOWA is the only EPA-authorized training center in Florida that can provide the required hands-on training facilities and demonstrations. The Department has determined that FOWA is the sole source for these specialized services. Prospective vendors who believe they can provide these services must submit relevant information by June 4, 2024 at 12:00 PM (ET). If the Department determines that the services are only available from a single source after reviewing any information submitted, it will post a notice of its intended decision to enter into an agreement with FOWA pursuant to Florida Statutes.

Most of this training takes place at the Florida Onsite Wastewater Association's Training Center in Polk City, Florida. Local contractors and wastewater professionals played a key role in starting the training center by donating time and resources to the construction of the site, and the center continues to be funded in part through a portion of the repair permit fees.

The center promotes a hands-on approach to education and showcases both conventional systems and a variety of wastewater treatment alternatives. The center provides a number of hands-on workstations featuring low-pressure distribution, pumps and pump controls, mound systems and tank components.

There is an area set up to give field staff experience in inspecting onsite systems. Areas for performing soil borings on the property and the adjacent public lands are made available to provide first-hand experience in observing soil colors and textures in place in the ground. The goal of the center is to elevate the professional state of practice both for Florida Department of Health's county health department field staff, private site evaluators, onsite wastewater contractors, engineers, and engineering staff and a variety of basic and advanced courses are offered.

• Accelerated Certification Training (ACT).

• Septic Tank Contractor Training - List of approved courses for registered and master septic tank contractor registration renewal.

• Florida Soil-Certified Engineer's Staff - The Florida Onsite Wastewater Association (FOWA) maintains a listing of engineering staff who have taken and passed the "Master III - Basic Florida Soils" course.
