About this file
This document is a Description of Intended Single Source Purchase (Form PUR 7776) from the Florida Department of Environmental Protection. The Department intends to contract with Stevens Water Monitoring Systems, Inc. for Web Hosting Service, Cellular Data Plan and Data Services for up to 169 sites, as well as Stevens Software-as-a-Service (SaaS) for the existing fldep-stevens.com website, which supports the Division of State Lands Tide Station Program. The services are required from July 1, 2024 to June 30, 2025. Prospective vendors must provide relevant information by June 25, 2024 at 1:30 PM (ET).
The estimated total cost for the services is $41,440.00. Stevens Water Monitoring Systems, Inc. is the sole provider capable of delivering the specialized website hosting and data management services required for the Tide Station program, and transitioning to a new vendor would result in prohibitive costs and significant service interruptions. The Department has determined that continuing with Stevens Water Monitoring Systems, Inc., who has consistently provided satisfactory and reliable service, is the most cost-effective and efficient option to ensure the uninterrupted operation and data integrity of the Tide Station program.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Stevens Water Monitoring Systems, Inc. provides web hosting, White Label maintenance and data services for Florida DEP as Software-as-a-Scrvice (SaaS). Stevens is the sole provider of this Software-as-a-Service (SaaS) which includes support of the web site and of the monitoring hardware used at the sites to collect and transmit data.(Fred Holloway, Sales Director, Stevens Water Monitoring Systems, Inc)
Florida Statute Chapter 177 Land Boundaries, Part II Coastal Mapping (ss. 177.25-177.40)
Per Division of State Lands, Justification - After an exhaustive search and evaluation of potential vendors, it has been determined that Stevens Water Monitoring is the sole provider capable of delivering the specialized website hosting and data management services required for the Tide Station program. Transitioning to a new vendor at this time would necessitate the redevelopment of the entire website and data integration system, resulting in prohibitive costs and significant resource expenditure for the state. Moreover, such a transition would cause substantial interruptions in the services provided to 27 universities conducting crucial research, NOAA for weather forecasting and other critical applications, as well as several private third-party apps used by boaters, sportsmen, and the Coast Guard. Continuing with Stevens Water Monitoring, who has consistently provided satisfactory and reliable service, is the most cost-effective and efficient option to ensure the uninterrupted operation and data integrity of the Tide Station program.
