About this file

This is a Single Source Purchase Justification Form (PUR 7776) issued by the Division of the Florida State Guard for the procurement of aircraft components and installation services. The Florida State Guard seeks to purchase and install wing tip fuel tanks (quantity 4) and upgraded 130-amp alternators (quantity 2) for its Cessna T206H search and rescue aircraft to ensure mission readiness. The contact for this procurement is Terence Blakely at the Division of the Florida State Guard, located at 2601 S. Blair Stone Road, Tallahassee, Florida 32301. The posting date was March 6, 2026, with a deadline for receipt of vendor information by March 20, 2026, allowing a 15 business-day posting period for public review and protest opportunity.

The estimated dollar amount for this single-source purchase is $259,500.00. Rapid Imaging Solutions LLC has been identified as the sole intended source, as the company possesses proprietary engineering data and has prior experience installing these modifications on Florida State Guard Cessna T206H aircraft. The justification for single-source acquisition emphasizes that any competing vendor would face significant costs and delays associated with reverse-engineering system compatibility, whereas utilizing Rapid Imaging Solutions eliminates technical incompatibility risks, maintains aircraft airworthiness certification, and provides the fastest path to mission readiness. The procurement has been approved by John Conner (Purchasing Director, Department of Military Services), Sean Anderson (General Counsel, Division of the Florida State Guard), and Edward Bouza (Budget Officer, Division of the Florida State Guard). Prospective vendors may submit protests or information regarding their capabilities to the agency by mail or email at the address provided.

Estimated Dollar Amount:

$259,500.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Rapid Imaging Solutions LLC is the only vendor capable of performing the modifications and installation of equipment required in the Florida State Guard’s Cessna T206H aircraft. Because Rapid Imaging Solutions holds the proprietary engineering data and has previously installed these items, as well as other equipment and modifications, on Florida State Guard Cessna T206H aircraft, any other vendor would be required to perform costly and time-prohibitive "reverse engineering" to ensure system compatibility. Utilizing Rapid Imaging Solutions eliminates technical incompatibility risks, maintains the continuity of airworthiness, and avoids significant state expenses related to aircraft transportation and fuel. Furthermore, Rapid Imaging Solution’s ability to provide these installations ensures the fastest path to mission readiness, making them the uniquely qualified source for this critical project under Section 287.057(3)(c), Florida Statutes.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

John Conner, Purchasing Director, Department of Military Services Sean Anderson, General Counsel, Division of the Florida State Guard Edward Bouza, Budget Officer, Division of the Florida State Guard
