About this file
This is a Single Source Purchase Notice (PUR 7776) issued by the Division of the Florida State Guard for the procurement of a specialized flight training system. The agency seeks to purchase one Precision Flight Controls, Inc. GT Glass Trainer (GTX configuration) flight training system designed for use with the FSG Cessna T206H aircraft equipped with a Garmin G1000 integrated flight deck. The GT Glass Trainer is an Advanced Aviation Training Device (AATD) that provides high-fidelity flight training capabilities including Synthetic Vision Technology, Terrain Awareness and Warning System, Traffic Collision Avoidance System, integrated FlightCharts, and SafeTaxi functionality. The posting was made on April 13, 2026, with the last day for receipt of vendor information set for May 4, 2026, allowing a 15 business day review period for prospective vendors to respond with information regarding their ability to supply equivalent commodities or services.
The estimated dollar amount for this single source acquisition is $42,415.00. The agency justifies the single source procurement based on the proprietary nature of the GT Glass Trainer system, which incorporates exclusive hardware, control loading, avionics emulation, and software developed solely by Precision Flight Controls, Inc. The GTX configuration's unique combination of open cockpit design, G1000 fidelity, and integrated advanced features is not available from any competing manufacturer. The agency asserts that no other vendor is authorized to manufacture, distribute, or support this specific system, and that substitution with an alternative system would result in increased costs, reduced capability, and potential training inconsistencies. The procurement supports the Florida State Guard's mission readiness and standardized training aligned with modern avionics requirements. Protests to this single source determination may be filed with the agency by mail or email at the addresses provided in the notice.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
GT Glass Trainer (GTX configuration) is a highly accurate, open cockpit Advanced Aviation Training Device (AATD) modeled on the Garmin G1000 integrated flight deck environment.
This system delivers high-fidelity flight training capabilities in a cost-effective platform and incorporates features not commonly available in comparable G1000-based simulators.
Key capabilities of the GTX AATD include:
• Synthetic Vision Technology (SVT)
• Terrain Awareness and Warning System (TAWS-B)
• Traffic Collision Avoidance System (TCAS)
PUR 7776 (Revised 07/2022) Page 2 of 3 Incorporated by Reference: Rule 60A-1.045, F.A.C.
• Integrated FlightCharts
• SafeTaxi functionality These advanced avionics features provide enhanced situational awareness and realism, enabling effective training for modern glass cockpit operations. The GTX platform delivers a level of fidelity and capability that has historically not been available at this price point.
Intended Single Source:
Precision Flight Controls, Inc.
Estimated Dollar Amount:
$42,415.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
PFC training devices, including the GTX configuration of the GT Glass Trainer, are designed and manufactured in accordance with applicable Federal Aviation Administration (FAA) guidance for Aviation Training Devices, including FAA Advisory Circular AC 61-136 and, where applicable, 14 CFR Part 60 standards. The GTX does qualify as an FAA-approved Advanced Aviation Training Device (AATD) when installed and evaluated in accordance with FAA requirements. The GTX AATD incorporates proprietary hardware, control loading, avionics emulation, and software systems developed exclusively by PFC. Its unique combination of open cockpit design, G1000 fidelity, and integrated advanced features (SVT, TAWS-B, TCAS, FlightCharts, and SafeTaxi) is not available from any other manufacturer in a comparable configuration. No other vendor is authorized to manufacture, distribute, or support this system, and no equivalent product provides the same level of capability, interoperability, and cost-efficiency required for mission readiness. For the Florida State Guard, procurement of the GTX directly supports high-quality, standardized training aligned with modern avionics and operational requirements. Substitution with another system would introduce increased costs, reduced capability, and potential training inconsistencies. Accordingly, the GT Glass Trainer (GTX AATD) must be procured directly from Precision Flight Controls, Inc. on a single-source basis.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
