About this file

This is a Single Source Purchase Notice (PUR 7776) issued by the Division of the Florida State Guard regarding the acquisition of intercom systems for rotor-wing aircraft. The division seeks to purchase two Axnes, Inc. BST35 Mobile Base Station systems, which are required for safe, secure, and reliable wireless communication between aircrew, Search and Rescue (SAR) personnel, and ground personnel. The intercom systems enhance safety, efficiency, and effectiveness by enabling wireless communication capabilities. The notice was posted on March 19, 2026, with a deadline for receipt of information by April 9, 2026. No bidder's conference, site visits, or award dates are specified in the documentation provided.

The estimated dollar amount for this single source acquisition is $64,000.00. The justification for the single source purchase centers on the proprietary nature of the Axnes system, which utilizes closed-source internal wireless technology including a secure waveform and protocol, patented audio technology features (NIVOX and specialized noise/echo cancellation), and proprietary data formats for mission console integration. While the system can incorporate standard NMEA format for GPS data, the combination of these proprietary elements makes it uniquely suited to the agency's requirements and unavailable from alternative sources. The purchase was approved by John Conner (Purchasing Director, Department of Military Services), Sean Anderson (General Counsel, Division of the Florida State Guard), and Edward Bouza (Budget Officer, Division of the Florida State Guard). Prospective vendors may submit protests to the agency by mail or email within the time prescribed by Florida Statutes.
