About this file

This document describes a single-source purchase opportunity for the Florida Department of Transportation (FDOT) to acquire virtual reality training simulators. The FDOT seeks to procure two excavator and one track loader simulators, including associated equipment, software, and training, from Simformotion LLC, the sole distributor of Caterpillar-branded simulators. The total estimated value of the contract is $71,184.79 for a one-year term. Prospective vendors are requested to provide information about their ability to supply the required commodities or services. If the FDOT determines that the simulators are only available from a single source, it will provide notice of its intended decision to enter a single-source contract.

The simulators are intended to meet the FDOT's current needs for portable, flexible, and up-to-date training solutions that can be used across multiple locations and smaller groups of employees. The procurement will provide thorough training records for each participant, allowing the FDOT to evaluate and schedule additional training as needed without requiring the contractor to return.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):

The majority of our new heavy equipment purchases have been Caterpillar (Cat) brand off the Department of Management Services (DMS) Term Contracts. This simulator is also the only Cat Brand licensed unit that is portable and not a large, more permanent installation. This specifically meets the Department's current needs and workspace to benefit more employees and add flexibility to scheduling training. This would allow for more periodic training with smaller groups as well as provide up-to-date training from Cat with the latest industry standards on demand. This will also provide thorough training records for each participant to be able to evaluate and schedule addition time without needing to contract trainers to return for those staff needing additional training after their initial sessions.

Intended Single Source:

Simformotion LLC

Estimated Dollar Amount:

$71,184.79

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Simformotion LLC dba Cat Simulators is the sole distributor of Cat Simulators. There are no other distributors of Cat Simulators. Simformotion has been licensed to produce Cat branded simulators. Under the licensing agreement, Caterpillar provides machine technical data, engineering specifications, audio recordings of machine sounds and subject-mater experts for realism and training content. Software is proprietary to Simformotion.
