About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Environmental Protection (DEP), specifically involving the Division of Waste Management (DWM). The document details a single-source procurement for the Cerawave™ Microwave Plasma Gasification system from ReaSYN Technologies Inc., with a contract term of one (1) year. The posting is dated September 9, 2025, with the last day for receipt of information set for September 30, 2025. The procurement covers gas plasma sterilization and incineration services for non-hazardous waste, with the primary goal of piloting a waste-to-syngas technology demonstration in Florida.
The contract is valued at $2,000,000 from the General Revenue Fund, specifically allocated through Specific Appropriation 1597 for Municipal Waste Reduction and Research. ReaSYN Technologies Inc. is identified as the exclusive worldwide license holder for the Cerawave™ technology, with a proprietary platform developed under a license agreement with Radom Technologies, Inc. The technology aims to convert municipal solid waste into clean synthesis gas and non-leaching slag, addressing Florida's persistent challenges in managing solid waste streams. No other vendor can provide this specific technology due to intellectual property restrictions, making this a unique single-source acquisition for evaluating advanced waste conversion methods.

wastes. This includes regulatory programs for waste facilities and pollutant storage systems, and non-regulatory activities such as financial and technical assistance for recycling and waste reduction. The division also oversees and contracts for the cleanup of sites contaminated with petroleum products, dry cleaning solvents or other hazardous wastes.
The State of Florida continues to face persistent challenges in managing solid waste streams.
ReaSYN Technologies, Inc., holds the exclusive license for Cerawave™ microwave plasma gasification, a proprietary system that purportedly advances the waste-to-syngas process.
Cerawave™ creates a microwave-driven plasma field, maintaining ultra-high reaction temperatures and stable conversion conditions. Under this contract, ReaSYN Technologies, Inc., will provide a pilot-scale demonstration of the Cerawave™ system in Florida. This pilot will allow the State of Florida to evaluate further use of this technology to address it's critical need for improved management and reduction of municipal solid waste. Utilizing funds in Specific Appropriation 1597, $2,000,000 in nonrecurring funds from the General Revenue Fund is provided to the Municipal Waste Reduction and Research Using Cerawave™ Microwave Plasma (SF 3275) (HF 2612), DEP desires to partner with ReaSYN Technologies Inc., to evaluate the Cerawave™ microwave plasma technology for converting waste into clean power, fuels, and chemical feedstocks using advanced gasification with the Cerawave™ microwave plasma technology.
Intended Single Source:
ReaSYN Technologies Inc.
