About this file
The document is a Description of Intended Single Source Purchase (PUR 7776) posted by the Agency for Health Care Administration (AHCA) in the state of Florida. The commodity or service requested is the operation and maintenance of a technical solution called the Emergency Patient Look-Up System (E-PLUS), also known as the Patient Lookup Unified System for Emergencies Enterprise Edition (PULSE EE), which will improve clinical case augmentation, surveillance capabilities, and demographic data quality during declared emergencies. The contract term is from November 1, 2022, to June 30, 2025. The intended single source is Audacious Inquiry LLC, and the total estimated dollar amount is $2,400,000.
The justification for the single-source acquisition is that the PULSE EE is a unique national project built through a collaboration between Audacious Inquiry, the Office of the National Coordinator for Health IT (ONC), and The Sequoia Project, with no equivalencies available in the market. Additionally, Audacious Inquiry is the owner and operator of the Encounter Notification Services network, which directly ties in and enhances the reach of available health care data to PULSE EE in Florida. The contract will be funded through the Centers for Medicare and Medicaid Services, which has approved the connectivity to the PULSE EE.

Florida is seeking access the deployable platform, PULSE EE, which is owned by Audacious
Inquiry (Ai). PULSE EE is a web-based system that emergency personnel, clinicians, and public health authorities can use during declared emergencies to:
• Coordinate treatment efforts for those displaced during declared emergencies;
• Find and view electronic patient health and medication histories from national information exchange networks;
• Connect to the ENS Emergency Census, a currently deployed system built on the Ai ENS platform, to identify missing persons who have sought care at connected health care facilities and non-routine care settings;
• Search for individual patient data using a secure clinical search portal with the ability for system administrators to perform bulk queries; and
• Gain access to and view clinical care documents which may include medications, allergies, diagnosis, lab results, and other relevant information to augment clinical care, identify patient comorbidities, and fill in gaps tied to patient health or demographic characteristics.
This is a unique national project built through a collaboration between Ai, the ONC, and The
Sequoia Project, with no equivalencies anywhere else in the market. The PULSE EE product is the only readily deployable platform available to meet the immediate emergency preparedness needs of the state. Additionally, Ai is the owner and operator of the Encounter Notification
