About this file
This is a Single Source Purchase Justification form (PUR 7776) submitted by the Florida Department of Agriculture and Consumer Services for the procurement of laboratory equipment maintenance services from PerkinElmer U.S. LLC. The Division of Agricultural Environmental Services seeks to purchase maintenance, support, repairs, parts, supplies, software, and hardware support required to operate PerkinElmer laboratory equipment used in the division's laboratories. These systems perform essential analytical work supporting the division's core mission to safeguard public health and protect the environment by ensuring the quality and safety of feed, seed, fertilizer, and pesticides, as well as supporting licensing, regulatory oversight, and training for pest control and agricultural pesticide applicators. The contract term extends from the date of execution through June 30, 2027. The posting date for this single source notice was June 3, 2026, with the last day for receipt of information from prospective vendors set for June 24, 2026, providing a 15-business-day advertisement period as required by Florida Statutes.
The estimated dollar amount for this procurement is approximately $91,000, with an upper limit of $100,000. PerkinElmer U.S. LLC is identified as the sole source because it is the original manufacturer of the equipment and the only known source with the technical expertise required to provide manufacturer-certified maintenance, repair services, training, parts, and supplies specific to these proprietary systems. No third-party vendors are authorized or capable of providing the necessary services due to the specialized and proprietary design of PerkinElmer instruments. The procurement was approved by Kelly Friend, Director of the Division of Agricultural Environmental Services; Patricia Lucas, Chief of the Division of Agricultural Environmental Services; Stephanie Bergozza, Purchasing Director II of the Division of Administration; and Joey B. Hicks, Director of the Division of Administration.
