About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document issued by the Florida Department of Agriculture and Consumer Services for a procurement through the Florida Forest Service, Bureau of Forest Protection. The Florida Forest Service seeks to procure a one-year renewal of the Nova Software Platform for drone data processing, mapping, and emergency response applications to support wildfire operations and forest management. The software will provide hotspot detection, 360-degree panoramic viewing, livestream and full-motion video support with flight-path overlays, multi-user collaboration capabilities, PDF map export functionality, and native integration with ArcGIS Online and Intterra. The procurement posting date is October 7, 2026, with the last day for receipt of information from prospective vendors set for October 28, 2026, allowing a 15-business-day advertisement period as required by Florida Statutes. No bidders' conference or site visit is mentioned in the documentation.
The estimated contract amount is $109,170.00 for the one-year term. The Florida Department of Agriculture and Consumer Services has determined that Hummingbird Drones Inc., doing business as Nova, is the sole source capable of providing an integrated, wildfire-specific solution meeting the operational requirements of the Florida Forest Service. The justification for single source acquisition emphasizes that no other known vendor offers the comprehensive combination of features required for emergency response and fire management operations. The procurement was approved by multiple levels of management within the Florida Forest Service and the Division of Administration. Prospective vendors may submit information regarding their ability to supply the requested commodities or services, and the agency will issue a written determination following review of any submissions received.
