About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Commerce for a Neustar software subscription. The Division of Workforce Services, Bureau of Reemployment Assistance seeks to retain the GeoPoint IP Intelligence software and maintenance support product to support the Fraud Initiative Rules and Rating Engine (FIRRE) project, which has been recommended and funded by the U.S. Department of Labor. The commodity falls under UNSPSC codes 43232300 (Security and Protection Software), 43232400 (Development Software), and 81112208 (Security and protection software Maintenance). The contract term is 12 months, from July 1, 2026, through June 30, 2027. The posting date was June 5, 2026, at 4:00 p.m. EST, with a deadline for receipt of vendor information on June 26, 2026, at 4:00 p.m. EST. No bidder's conference or site visit was noted in the document. The GeoPoint IP Intelligence software evaluates claims on a nightly basis for the Claims and Benefits System (RECONNECT) using geolocation mapping technology to detect fraud based on internet delivery service addresses.
The estimated contract value is $119,700.00. Neustar, Inc., located at 555 W. Adams Street, Chicago, Illinois, 60661, has been identified as the sole source vendor. The justification for single source acquisition is that Neustar IP Intelligence, Inc., a subsidiary of Neustar, Inc., is the sole patent holder and licensor of the proprietary GeoPoint technology and holds copyright ownership of the proprietary software. No authorized resellers or alternative vendors are known to provide this service. The contract was approved by multiple Florida Department of Commerce officials, including the Contract Manager, Senior Management Analyst Supervisor, Assistant Deputy Secretaries, Purchasing Manager, and Bureau Chief. The procurement follows Florida Statutes sections 120.57(3) and 287.057(3) and remains posted for at least 15 business days.
