About this file
This is a Single Source Purchase Description (PUR 7776) issued by the Division of the Florida State Guard for the procurement of mission seating for its King Air B350ER search and rescue aircraft. The Florida State Guard is requesting the purchase of eight mission seating units for aircraft mission readiness. The procurement was posted on January 26, 2026, with a deadline for receipt of information on February 16, 2026. The contact for this procurement is Terence Blakely at FSGPurchasing@floridastateguard.fl.gov or (850) 624-5753. This single source acquisition is being pursued under Sections 120.57(3) and 287.057(3) of the Florida Statutes, with the posting remaining available for a minimum of 15 business days to allow prospective vendors to submit information regarding their capability to supply the requested commodities.
The estimated dollar amount for this procurement is $110,189.00. Aviation Fabricators (AvFab) has been identified as the sole source for this acquisition, as the company is the designer and manufacturer of the specialized mission seating and possesses the proprietary engineering data necessary for system compatibility and airworthiness certification. The justification for single source selection emphasizes that any alternative vendor would face prohibitive costs and time delays associated with reverse engineering, and that AvFab's direct involvement ensures technical compatibility, maintains airworthiness continuity, and avoids significant expenses related to aircraft transportation and fuel. The procurement has been approved by John Conner (Purchasing Director, Department of Military Services), Sean Anderson (General Counsel, Division of the Florida State Guard), and Edward Bouza (Budget Officer, Division of the Florida State Guard). Protests may be filed within the timeframe specified in Florida Statutes through mail or email to the agency contact address.

$110,189.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Aviation Fabricators (AvFab) is the only vendor capable of maufacturing the specialized mission seating as they are the designer and nanufacturer of the seating required in the Florida State Guard’s King Air B350ER aircraft. Because AvFab holds the proprietary engineering data and actively manufactures this seating, any other vendor would be required to perform costly and time-prohibitive "reverse engineering" to ensure system compatibility. Utilizing AvFab eliminates technical incompatibility risks, maintains the continuity of airworthiness, and avoids significant state expenses related to aircraft transportation and fuel. Furthermore, AvFab’s ability to provide this seating ensures the fastest path to mission readiness, making them the uniquely qualified source for this critical project under Section 287.057(3)(c), Florida Statutes
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
