About this file
This is an Intended Single Source Purchase form (PUR 7776) filed by the Florida Department of Commerce for the acquisition of ArcGIS mapping software and the ESRI Advantage Program. The requestor is the Division of Community Development, Office of Broadband, which requires mapping software and tools to track broadband infrastructure projects funded through the American Rescue Plan Act and the Infrastructure Investment and Jobs Act. The commodity is one (1) year subscription package for map creation software (UNSPSC 43233506) with a contract term running from May 2026 through May 2027. The notice was posted on April 21, 2026, with the last day for receipt of information from prospective vendors set for May 12, 2026. The Office of Broadband currently operates an existing ArcGIS Online instance with ESRI to support broadband grant funding activities including location analysis, funding deduplication, live-data services and applications, and stakeholder exports.
The estimated total dollar amount for this single source purchase is $222,705.00. ESRI is identified as the sole source vendor due to the proprietary nature of the ESRI Enterprise Advantage Program, associated training credits, and mapping tools, which are owned, operated, and licensed exclusively by ESRI, Inc. The justification for the single source acquisition emphasizes that ESRI's proprietary software provides the necessary tools and capabilities for the Office of Broadband to effectively administer broadband-centric grants and conduct required analyses. The purchase has been approved by Paul Wotherspoon (Chief, Broadband Funding), Leo Garcia (Assistant Deputy Secretary, Division of Community Development), Joshua Hoadley (GIS Manager, Office of Broadband), Ramone Smith (Chief of General Services), and Tammy Davis (Purchasing Manager). Prospective vendors are invited to submit information regarding their ability to supply the described commodities or services; however, the agency intends to proceed with ESRI unless alternative sources are identified during the review period.
