About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Environmental Protection, specifically for the Division of Florida Geological Survey (FGS), seeking to acquire a Transient Electromagnetics (TEM) product, support software, and training from Guideline Geo Americas, Inc. The procurement is for a twelve-month term, with a posting date of April 15, 2025, and a last day for receipt of information of May 6, 2025. The TEM system includes two 3 x 3-meter transmitter and receiver coils, a 10amp battery/controller box with rechargeable Li-ion batteries, and an additional 40 x 40 meter loop to extend survey depth capabilities.
The estimated dollar amount for this single-source acquisition is $47,000.00, with Guideline Geo Americas, Inc. identified as the sole point of supply and support for the GroundTEM i10GroundExplorer TEM system. The equipment will enable the Florida Geological Survey to map subsurface conductivity and resistivity with increased depth and resolution compared to previous methods, supporting initiatives related to water-resource conservation, management, and geological hazard assessment. The justification for the single-source procurement emphasizes the unique capabilities of this specific TEM unit, which is the only combined shallow and deep rapid acquisition TEM unit available in the U.S.

This description of commodities or contractual services intended for purchase from a single source is posted in accordance with Sections 120.57(3) and 287.057(3), Florida Statutes (F.S.), and will remain posted for a period of at least 15 business days.
Commodity or Contractual Service Required (commodity or United National Standard Products and Services Code (UNSPSC), manufacturer, model, and description, as appropriate):
41114200 - Land surveying instruments
Quantity or Term (as appropriate):
Twelve (12) months
Requestor (division, bureau, office, individual, as appropriate):
Division of Florida Geological Survey (FGS)
Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
Pursuant to s. 377.075(4)(a)(c), the Florida Department of Environmental Protection (DEP), Division of Florida Geological Survey (FGS) shall make periodic reports of the progress of its surveys and explorations of minerals, water supply, and other natural resources of the state and shall include in such reports a full description of such surveys and explorations, occurrences and location of mineral and other deposits of value, surface and subterranean water supply, and the best and most economical method of development, together with analyses of sediments, minerals, and mineral waters, with maps, charts, and drawings of the same. FGS collects, archives, interprets and distributes geologic information to benefit the environment and Florida’s communities.
Collaboration with local, state and federal agency partners ensures a robust and cost-efficient

approach to addressing Florida's environmental concerns. FGS uses geologic, hydrogeologic and related data as well as mapping and modeling to improve understanding of water and mineral resources, and geological hazards such as sinkholes. Geoscience products support initiatives related to water-resource conservation and management, improvement of the quality of natural resources and promotion of economic growth.
Transient electromagnetics (TEM) - a geophysical exploration technique in which electric and magnetic fields are induced by transient pulses of electric current and the subsequent decay response measured. The resulting data are displayed as resistivity/conductivity values based on geology and water chemistry that change with depth. The method is commonly used to differentiate between rock types, locate ore bodies, and map the freshwater/saltwater interface in the subsurface.
The TEM system allows rapidly constructing resistivity/conductivity profiles of the subsurface to depths of 300 meters or more depending upon specific site conditions by providing ground-based transient electromagnetic (TEM) system that consists of two 3 x 3-meter transmitter and receiver coils connected to a 10amp battery/controller box with internal rechargeable Li-ion batteries. An additional 40 x 40 meter loop is also required to extend survey depth capabilities and included in this system.
Intended Single Source:
Guideline Geo Americas, Inc.
Estimated Dollar Amount:
$47,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
The TEM equipment provided by Guideline Geo Americas, Inc., will provide the Florida Geological Survey with the ability to map the subsurface conductivity and resistivity with increased depth and resolution compared to any previous method attained by FGS.
Guideline Geo Americas, Inc., is the sole point of supply and support for the GroundTEM i10GroundExplorer TEM system with 40 x 40 m loop and is the only combined shallow (<150 m) and deep (>200 m) rapid acquisition TEM unit available in the U.S. for quickly obtaining resistivity/conductivity profiles. Supporting processing software shall also be included with the equipment.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
Casey Albritton, Environmental Consultant Traci Billingsley, Operations Manager C Guy H Means, Director of Florida Geological Survey and State Geologist Kimberly Bowling, Purchasing Specialist Supervisor
