About this file
This is a Single Source Purchase Justification document (PUR 7776) submitted by the Executive Office of the Governor, State of Florida, for the acquisition of legislation tracking software. The agency seeks access to an established online system to monitor, analyze, and track filed legislation and actions of the Florida Legislature to support the Governor during legislative sessions and throughout the year. The system must accommodate up to 150 full access users agency-wide and provide centralized bill assignment to multiple sub-accounts with centralized monitoring and reporting capabilities. The online platform must consolidate access to reports, notifications, press releases, announcements, and opinions from various governmental entities including the Governor's Office, House, Senate, Florida Supreme Court, state agencies, budget information releases, and the revenue estimating conference. The contract term is one year, with the posting date of June 25, 2026, and the last day for receipt of information is July 15, 2027.
The estimated contract value is $95,000.00 for the one-year term. The agency has identified LobbyTools, Inc. as the sole source vendor, asserting that no other system with comparable features has been identified to meet the specified requirements. The justification for single-source acquisition is based on the proprietary nature of the LobbyTools system and its unique ability to satisfy the agency's operational needs. The contact for this procurement is Jacob Hershberger, Purchasing Director, at the Executive Office of the Governor, with inquiries directed to EOGPurchasing@eog.myflorida.com. The internal tracking number for this acquisition is EOG-FY27-SS-01. Prospective vendors are invited to submit information regarding their capability to supply comparable commodities or services; however, the agency has indicated its intention to proceed with the single-source acquisition pending review of any competing proposals received.
