About this file

This is a Single Source Purchase Justification Notice (Form PUR 7776) issued by the Florida State Guard for motorcoach transportation services supporting Initial Entry Training (IET 2026-01) at Camp Blanding. The procurement seeks chartered bus services classified under UNSPSC code 78111803 to provide specialized, high-capacity tactical ground transportation for recruit transport to multiple training sites. The service period runs from April 9, 2026 through April 30, 2026, with a posting date of March 11, 2026 and a deadline for prospective vendor information submission of April 1, 2026. The notice will remain posted for a minimum of 15 business days as required by Florida Statutes. The agency requires the capability to manage a highly variable daily fleet ranging from 3 to over 7 bus units while maintaining compliance with Camp Blanding's specific safety and clearance requirements for unpaved training ranges.

Phoenix Bus has been identified as the sole-source vendor at a rate of $1,300 per bus rental, with an estimated total contract value of $50,700. The single-source justification is based on Phoenix Bus being the only provider capable of delivering the specialized transportation requirements, including real-time recruit tracking compatibility and pre-cleared military installation access necessary to support the state's 180-day training mandate established by Florida Statute 251.001. Market research, including review of State Term Contracts, confirmed no other commercial source can meet these unique operational requirements. The procurement has received approval from John Conner (Purchasing Director, Department of Military Services), Sean Anderson (General Counsel, Division of the Florida State Guard), and Edward Bouza (Budget Officer, Division of the Florida State Guard). Contract inquiries should be directed to Terence Blakely at 850-624-5753 or terence.blakely@floridastateguard.fl.gov.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

The Florida State Guard (FSG) requires specialized, high-capacity tactical ground transportation to support Initial Entry Training (IET) at Camp Blanding from April 9 to April 30, 2026. This acquisition is justified as a single source because the selected vendor is the only provider capable of managing a highly variable daily fleet—ranging from 3 to over 7 units—compliant with the specific safety and clearance requirements for Camp Blanding's unpaved training ranges. This service is mission-critical to fulfilling the 180-day training mandate established by Florida Statute 251.001. Market research, including a review of the State Term Contract (STC), confirmed that no other commercial source can provide the necessary surge capacity, real-time recruit tracking compatibility, and pre-cleared military installation access required to ensure the safety and continuity of state military operations during this peak training window.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

John Conner, Purchasing Director, Department of Military Services Sean Anderson, General Counsel, Division of the Florida State Guard Edward Bouza, Budget Officer, Division of the Florida State Guard

Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the agency, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the agency shall provide notice of its intended decision to enter a single-source purchase contract in the manner specified in Rule 60A- 1.045, Florida Administrative Code, and section 120.57(3), F.S.
