About this file
This is a Description of Intended Single Source Purchase (Form PUR 7776) issued by the Florida Department of Environmental Protection (DEP) for a FlowCam Cyano Flow Cytometer Microscopy Imaging System. The system is required for the Division of Ecosystems Restoration (DER), Office of Resilience and Coastal Protection (RCP) Biology Lab to enhance their taxonomic identification capabilities for freshwater cyanobacteria and algal identification. The notice was posted on January 3, 2025, with responses due by January 27, 2025. The contract term is twelve months.
The intended single source vendor is Yokogawa Fluid Imaging Technologies, Inc., with an estimated contract value of $133,000. The justification for the single-source procurement is based on Yokogawa being the sole manufacturer and distributor of the FlowCam technology in the United States and Canada, with the technology being protected by various U.S. and international patents. The system is required to address the increasing bloom response workload, cooperative bloom monitoring agreements, and agency priority projects within the Deepwater Horizon biology program.

submerged lands and coastal uplands, aquatic preserves and national estuarine research reserves, and coral reef resources.
The RCP's Deepwater Horizon biology program, seeks to augment its taxonomic identification capabilities with the acquisition of an efficient flow cytometer for freshwater cyanobacteria and algal identification. The flow cytometer instrument is needed to handle the ongoing shortfall of analytical capacity created by a consistently increase of bloom response workload, cooperative bloom monitoring agreements, competing agency priority projects, and expertise gaps due to staffing turnover. To adequately meet the needs of the biology laboratory, it is imperative to obtain instrumentation to provide enhanced analytical capabilities. To adequately meet the needs of the biology laboratory, the flow cytometer system consist of a flow-through particle imaging technology specifically for use in identifying freshwater cyanobacteria and algae from surface water samples collected throughout the State of Florida.
Intended Single Source:
Yokogawa Fluid Imaging Technologies, Inc.
