About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Environmental Protection (DEP), Division of Water Resource Management, Onsite Sewage Program (OSP). The procurement seeks Florida Onsite Wastewater Training services, specifically environmental vocational training in onsite sewage treatment and disposal systems (OSTDS) for certified environmental health professionals, registered septic tank contractors, and master septic tank contractors. The training program will operate for a one-year term from July 1, 2026, through June 30, 2027. The posting date was April 17, 2026, with a deadline for receipt of vendor information by May 8, 2026, representing a minimum 15-business-day advertisement period as required by Florida Statutes. No bidder's conference or site visit requirements are specified in the notice.
The estimated contract value is $250,000. The Florida Onsite Wastewater Association, Inc. (FOWA) has been identified as the sole intended source, as it operates the only EPA-authorized Training Center for Onsite Wastewater Treatment located in Polk City, Florida, and is therefore the only facility in the state capable of providing the required hands-on training center with necessary equipment including low-pressure distribution systems, pumps, pump controls, mound systems, and tank components. All training must be approved by both the Florida Department of Health and the Department of Environmental Protection per Sections 381.0065 and 381.0101, Florida Statutes. The procurement is subject to Florida's single-source purchase requirements under Sections 120.57(3) and 287.057(3), Florida Statutes, and Rule 60A-1.045, Florida Administrative Code. The agency contact is Kimberly Bowling, Purchasing Specialist Supervisor, at 850-245-2361.
