About this file

This is a Description of Intended Single Source Purchase (PUR 7776) form issued by the Florida Department of Agriculture and Consumer Services (FDACS) for Application Server Software and Geographic Information System services from Environmental Systems Research Institute, Inc. (ESRI). The procurement seeks to continue the department's enterprise agreement with ESRI, which includes maintenance, support, software upgrades, and training for the department's current GIS technology infrastructure. The ESRI enterprise agreement will be effective for three years with a contract term from the date of execution through June 30, 2026. The posting date was November 3, 2025, with a deadline for receipt of information on November 25, 2025. The agreement provides the FDACS with uncapped deployment rights to a comprehensive suite of ESRI products including ArcGIS Desktop, ArcGIS Enterprise, ArcGIS GIS Server, and various extensions and capabilities servers. Additional components include specific numbers of user type subscriptions, international user conference registrations, support callers, and training pass days to support organizational GIS training and development.

The estimated dollar amount for this three-year single source contract is $1,450,500.00, with an approximate amount up to $1,500,000.00. Year 1 (September 2023 to June 30, 2024) is valued at $458,500.00; Year 2 (July 1, 2024 to June 30, 2025) at $483,500.00; and Year 3 (date of execution to June 30, 2026) at $508,500.00. The justification for single source acquisition is that ESRI is the only known provider of licensing and software maintenance for its proprietary GIS products suite. Multiple divisions within FDACS including Plant Industry, Administration, Food Safety, Agricultural Water Policy, Food Nutrition and Wellness, and Aquaculture depend on ESRI's licensed software solutions. The procurement was approved by Eric Brown (Director, Office of Agriculture Technology Services), Jordan Vernon (Office of Technology Services), Stephanie Bergozza (Purchasing Director II), and Joey B. Hicks (Director, Division of Administration). The contact for this procurement is Nita Jackson, Government Analyst II, at procurement@fdacs.gov or (850) 617-7181.
