About this file

This is a Description of Intended Single Source Purchase (Form PUR 7776) from the Florida Agency for Health Care Administration (AHCA) for Ebix, Inc.'s Health Illustrated Encyclopedia Licenses. The agency seeks to procure computer software licensing services for a three-year term at an estimated cost of $143,550 ($47,850 annually). The posting date is February 26, 2025, with a last day for receipt of information on March 18, 2025. The service includes access to Ebix's Health Illustrated Encyclopedia, which provides over 3,000 illustrations, 22,000 searchable assets including 8,800 articles, and 120 high-definition videos covering medical conditions, procedures, and health topics for the FloridaHealthFinder.gov website.

The justification for single-source acquisition states that Ebix's capabilities, flexibility, and seamless integration are unique and unmatched by other vendors. The system uses XSLT transformation for XML to HTML conversion, features quarterly updates of approximately 600 articles, and meets Section 508 compliance requirements. The tool will be integrated with Cloud Navigator Inc.'s website development to provide consumers with an interactive portal for accessing health care information, facility comparisons, and medical procedure details. The agency conducted extensive market research and determined that while other firms offer similar products, none possess the comprehensive database, visual support, or technical sophistication required for this specific implementation.

The Agency for Health Care Administration (Agency) is mandated by section (s.) 408.05 (1)(j), Florida Statute (F.S.), to make available on their consumer website, FloridaHealthFinder.gov, volume charges, length of stay, and performance indicators collected from health care facilities, pursuant to s. 408.061(1)(a), F.S., for specific medical conditions, surgeries, and procedures provided in inpatient and outpatient facilities as determined by the Agency.

The Agency is also required to provide an interactive search tool that allows consumers to view and compare the information for specific facilities, a map that allows consumers to select a county or region, definitions of all the data, description of each procedure, and an explanation about why the data may differ from facility to facility. The Agency contracted Cloud Navigator, PUR 7776 (Revised 07/2022) Page 2 of 3

Incorporated by Reference: Rule 60A-1.045, F.A.C.

Inc., to develop a website to provide information to assist consumers in making well-informed health care decisions. The website provides consumers with an interactive “one-stop-shop” web portal that allows a user to look up a disease, condition, or procedure and find out information, such as definitions, symptoms, tests, surgeries, graphical presentations, facility information for comparisons in volume, pricing, mortality rates, readmission rates, and infection/complication rates. Ebix provides raw XML data, images, and video content. Cloud Navigator, Inc., processes the data, and uses an XSL transformation to convert the XML into HTML that can be displayed on our website in a similar style and theme that matches FloridaHealthFinder.gov's structure and all the Agency’s transparency websites. Additionally, Cloud Navigator imports information about the pages into the website's database. This vendor in turn works with EBIX, Inc. to publish the following tools:

Ebix's Health Illustrated Encyclopedia, a unique and flexible platform deployed within

FloridaHealthFinder,gov, is accredited by the Utilization Review Accreditation Commission

(URAC). The URAC incorporated the latest regulatory guidelines, which ensures the most clinically accurate and current information. It is a web-based tool that allows consumers/users access to over 3,000 supporting illustrations, graphics and pictures; more than 22,000 searchable assets, including more than 8,800 articles; and over 120 high definition videos with text to expand and enhance knowledge of diseases and conditions, injuries, symptoms, nutrition, surgeries, tests, poisoning, and various other special topics. It is one of the world's largest libraries of medical illustrations with nearly 30,000 detailed and medically accurate images covering disease states, injuries, conditions, tests, treatments, surgery procedures, and human anatomy.

Ebix’s “SmartEngage" tool allows engagement with more consumers by providing flexibility to seamlessly integrate with FloridaHealthFinder.gov since it is available in HTML5, meeting section 508 compliance, and is designed with responsive web design. Users will be able to view the content on any device. The licensed material is delivered to FloridaHealthFinder.gov via a unique proprietary application, which formats the licensed content and assigns the content to specific locations. With approximately 600 articles being updated each quarter, FloridaHealthFinder.gov can select both the date and frequency of updates for the licensed content. This proprietary application allows only data that has changed to be updated on the

FloridaHealthFinder.gov server, providing a cleaner and faster method of ensuring that licensed content is up to date.

Intended Single Source:

Estimated Dollar Amount:

$143,550.00 ($47,850.00/ Annually)

The capabilities, flexibility, and seamless integration of Ebix's Health Illustrated Encyclopedia are not available through any other company, and the information provided is unmatched by any similar product or vendor. With the purchase of the Ebix tool, the Florida Center will be the

license holder of the licensed content and delivery application; will be able to maintain the integrity of the product; and control the look and feel of the information in accordance with the

Agency's standards and guidelines.

In addition to explanatory discussions with various providers of health information tools, an extensive search revealed that although there are other firms that have similar products, none possess the extensive database of unique health articles, visual support, or the technical sophistication needed to deliver, update, and maintain the licensed content. Ebix's use of XSLT's also provides an unprecedented level of flexibility that the Florida Center will require to configure and display the information in a specified way.

The vast number of issues that are addressed in the product provide the specific expertise only

Ebix offers due to its unique ranking in the consumer health care field. Only Ebix can deliver the level of comprehensive expertise and background in all aspects of current health care research;

data collection and methodologies, coupled with first-hand knowledge of Florida's initiatives;

and a team of health care experts with proven ability to provide unequaled health information illustrations, graphics, pictures, and text, required by Florida Statute. Their unique set of online options and tools make them a unique online health encyclopedia for the information that
