About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document from the Executive Office of the Governor (EOG) for Economic Data Licenses. The document details a proposed one-year online subscription and licensing purchase for US economic data from IHS Global Inc., covering the period from July 1, 2025 to June 30, 2026. The procurement is for five concurrent users in the Office of Policy and Budget, with a United National Standard Products and Services Code (UNSPSC) of 55111600 for Electronic Software Reference Material. The document was posted on June 4, 2025, with the last day for receipt of information set as June 25, 2025.
The estimated dollar amount for this single-source acquisition is $45,000. The justification for selecting IHS Global Inc. as the sole vendor stems from their proprietary economic forecasting data, Eviews statistical application, and comprehensive economic commentary, which are critical for developing consensus economic forecasts with the Legislature. The EOG emphasizes that no alternative data source has been identified with the same features, and the agency relies on IHS Markit's data for statutorily mandated economic forecasting across various tax sources. The document is signed by Dawn Hanson, Administration Director, and invites prospective vendors to provide information about their ability to supply similar services.

The economic forecasts from IHS are an excellent resource that the EOG has used for decades to create economics forecasts for Florida. Not only does IHS Markit provide the data, but they also provide the EOG with Eviews, which is a statistical application that houses the data and allows us to create forecasts for many different tax sources as statutorily mandated. EOG's counterparts at the Legislative Office of Economic and Demographic also use the same data source. This allows the EOG to use the same data history in developing consensus forecasts. An alternative data source would severely hinder developing consensus economic forecasts with the Legislature. In addition to providing the data and the software, IHS Markit also provides
