About this file

This is a Description of Intended Single Source Purchase (PUR 7776) document from the Agency for Health Care Administration (AHCA) for SAS License Renewals. The document describes the agency's intent to purchase software licenses from SAS Institute Inc. for a one-year term, with approximately thirty (30) active SAS licenses covering various software capabilities including basic procedures, data management, statistical analysis, econometrics, time series analysis, and graphics. The document was posted on 4/30/2025 with a last day for receipt of information on 5/20/2025.

The estimated dollar amount for the single-source purchase is $50,000.00, with justification provided that SAS Institute Inc. is the manufacturer of the licenses, which are non-transferrable and were originally purchased directly from SAS Institute. The licenses are critical for AHCA's Division of Health Care Policy and Oversight and Division of Medicaid, who use the software for conducting survey and certification activities, generating reports, analyzing large data sets, and supporting management decision-making. The current license model allows flexibility in user license numbers and types, and can only be obtained through renewal with SAS Institute.

AHCA’s Division of Health Care Policy and Oversight (HCPO) staff use the SAS licenses to conduct business on behalf of Federal/State survey & certification activities related to Florida health care facilities; run monthly scheduling reports and ad hoc data requests; create charts/graphs for survey data, import/export Access files; and connect to Oracle/Versa/Medicaid

Data Services Database Administrators (MDSDBA) databases.

AHCA’s Division of Medicaid staff use the mission critical SAS licenses to extract, convert, clean, and analyze large amounts of data. Some of the more experienced Medicaid users employ

SAS for nearly all assignments. Management decisions are often based on the information obtained using SAS.

Intended Single Source:

SAS Institute Inc.

Estimated Dollar Amount:

$50,000.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
