About this file

This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Fish and Wildlife Conservation Commission's Fish and Wildlife Research Institute, seeking to procure maintenance, parts, and upgrades for McLane Research Laboratories' Signal Activated Bottom Lander (SABL) and Imaging FlowCytobot (IFCB) oceanographic equipment. The procurement is specifically for proprietary parts and maintenance of automated equipment used for collecting samples related to harmful algal bloom monitoring, tracking, and investigating life histories. The contract is intended to be a single-source acquisition from McLane Research Laboratories, with a term of up to 3 years upon issuance of the purchase order, and a posting date of 03/25/2025 with a last day for receipt of information on 04/15/2025.

The estimated dollar amount for this single-source procurement is up to $300,000.00. McLane Research Laboratories asserts that the IFCB and SABL instruments are novel designs with proprietary technology, and they have not authorized or trained any other company to perform maintenance, upgrades, or resell these parts and equipment. The instruments are critical to the Harmful Algal Bloom (HAB) group's research, providing near real-time information pipeline to FWRI and FWC leadership, and have been integrated into multiple state-funded research partnerships. The document includes approvals from multiple levels of management, including the requestor, supervisors, section leaders, and purchasing managers, emphasizing the importance and specificity of this procurement.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):

The Imaging Flow Cytobot (IFCB) and Signal Activated Bottom Lander (SABL) have been integrated into the FWRI-HAB program and are used widely and frequently to track & monitor

HABs, as well as investigate directed studies on life histories. IFCB deployments both from shore and on routine research surveys have become a vital near real-time information pipeline to

FWRI and FWC leadership. Additionally, the SABL has been included in multiple state funded research partnerships. Both are critical to the HAB and FWRI mission. Given the sophisticated nature of the instruments, and the environments in which they are deployed, maintenance is a large and constant consideration, such as preventative maintenance and ad hoc repairs when the equipment has issues. Also, replacement parts and upgrades are routinely needed, such as ad hoc upgrades and replacement parts that are procured when the equipment has issues.

Intended Single Source:

McLane Research Laboratories

Estimated Dollar Amount:

up to $300,000.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

McLane Research Laboratories has determined that these instruments (IFCB & SABL), their replacement parts, and their upgrades are novel designs (by McLane Research Laboratories) and do not exist elsewhere, as they are proprietary in design and there are no resellers or distributors.

McLane has not authorized or trained any other company to perform maintenance on, upgrade, or resell these propriety parts or equipment. The IFCB & SABL are essential to the work of the

Harmful Algal Bloom (HAB) group and must be carefully purchased and maintained.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Matt Garrett, Associate Research Scientist (requestor)

Stephen Pollett, Fiscal Assistant, 1

Katherine Hubbard, Research Scientist, Supervisor

Caroline Gorga, Section Leader

Leanne Flewelling, Deputy Director

Matthew Carroll, Purchasing Specialist Supervisor

Rachel Korade, General Services Purchasing Manager
