About this file
This document is a notice of an intended single source purchase for the State of Florida Department of Legal Affairs Office of the Attorney General. The purchase is for a major upgrade from IBM Notes to HCL Domino and Notes, including server, development and client components. The estimated value of the contract is $202,260 over an anticipated four-month period. The intended single source provider is HCL America, Inc., as they own the HCL Notes software and are responsible for its engineering and support globally. The justification for the single source acquisition is that HCL has a proprietary tool to identify any code remediation needed in the over 1,200 applications the Office of the Attorney General currently runs on IBM Notes, which will streamline the upgrade process.
The document indicates that prospective vendors may provide information regarding their ability to supply the required commodities or services. If it is determined that the services are only available from a single source, the agency will provide notice of its intended decision to enter a single-source purchase contract as required by Florida statutes.

PUR 7776 (Revised 07/2022) Incorporated by Reference: Rule 60A-1.045, F.A.C.
Estimated Dollar Amount: $202,260.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): HCL America, Inc. owns HCL Notes (formerly IBM Notes) and is responsible for software engineering and customer support, globally. This includes the server, development and client components and environments. IBM Notes has been the OAG’s primary application platform for over 20 years, and there are over 1,200 applications that HCL will need to analyze and most likely code remediation will be required prior to upgrade. This is considered a major upgrade because the OAG is moving up three versions. The timeframe to complete all aspects of the upgrade is four months. HCL has a proprietary tool they can run that identifies any code that needs to be remediated in the applications designated. This information will streamline the process and result in time and cost savings to ensure a successful and timely completion of the upgrade.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing): Sabrina Donovan, Director of Administration and Douglas Smith, Director of Information Services.
Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the agency, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the agency shall provide notice of its intended decision to enter a single-source purchase contract in the manner specified in Rule 60A- 1.045, Florida Administrative Code, and section 120.57(3), F.S.
