About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Agriculture and Consumer Services. It describes the agency's intent to procure telephone administration services from the Florida Alliance of Information and Referral Services (FLAIRS) for the provision of free information about the USDA Child Nutrition Programs in accordance with federal law. The estimated contract value is up to $64,000, with a term from the date of execution through August 31, 2023. FLAIRS is identified as the sole source for these services as it is the 211 collaborative organization for the state responsible for coordinating the Florida 211 Network, which has been designated by the Federal Communications Commission for community health and human service information and referral.
The justification for the single-source procurement cites Florida statutes that authorize and mandate the planning, development, and implementation of the statewide Florida 211 Network, of which FLAIRS is the responsible entity. As FLAIRS is the exclusive certifier of 211 organizations in the state, it is deemed the sole source capable of providing the required telephone administration services for disseminating information about the USDA Child Nutrition Programs to Florida residents.
