About this file

This is a single-source procurement document for the State of Florida related to a JEOL Management Agreement. The solicitation is not an open competitive bid process; rather, it represents the Agency's determination that the described services or commodities are available from a single source only. Prospective vendors must submit written information demonstrating their ability to supply the commodities or contractual services outlined in the attached specifications. Vendor submissions must be received by August 19, 2026, at 9:30 AM ET (excluding Saturdays, Sundays, and state holidays). The ultimate contractor or vendor selected must warrant full capability to perform all contract requirements and demonstrate the integrity and reliability necessary for good-faith performance as a responsible vendor in compliance with Chapter 287, F.S., and all applicable rules and laws.

The document does not provide specific information regarding pricing terms, contract amounts, funding sources, the contract term duration, or renewal options. No incumbent vendor is identified, nor are set-asides or other procurement preferences specified. The file references attached specifications that would contain detailed requirements for the JEOL management services; however, those specifications are not included in the provided document. All responding vendors must meet Florida's statutory requirements and demonstrate the financial and operational capacity necessary to fulfill the contract obligations.

maintenance is necessary to ensure proper instrument operation, data integrity, and equipment longevity.

Intended Single Source:

JEOL USA, Inc.

Estimated Dollar Amount:

$150,000.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

This procurement is for manufacturer-authorized maintenance and repair services for the JEOL

Transmission Electron Microscope (TEM), Model JEM-1400 (FWC Property #119869). The required services include two (2) preventive maintenance visits annually, repair and emergency service as needed, and proprietary software updates related to safety enhancements and bug fixes.

JEOL USA, Inc. is the sole factory-authorized provider of sales and service for JEOL instrumentation within the United States and Canada. As the original equipment manufacturer

(OEM) and exclusive authorized service provider, JEOL USA is the only vendor with access to the proprietary software, factory-issued service bulletins, engineering changes, diagnostic tools, and manufacturer-approved service procedures required to properly maintain and support this instrument. Documentation confirming JEOL USA's exclusive factory-authorized status is attached.

JEOL service engineers receive specialized factory training through the JEOL Training Center, including formal classroom instruction, individualized instrument training, and supervised field experience. Additional training is provided whenever new equipment, software, or service procedures are introduced. Factory training is essential, as only current JEOL-certified service engineers are authorized and qualified to service this highly specialized, computerized scientific instrument in accordance with manufacturer specifications.

No market research was conducted to identify alternate service providers because any third-party vendor would lack access to JEOL's proprietary software, factory-issued updates, and manufacturer-authorized service resources. Additionally, the use of a non-authorized service provider would void the manufacturer's warranty and could adversely affect future manufacturer support.

The JEOL Transmission Electron Microscope is used regularly to analyze harmful algal bloom species, and the resulting data is critical for timely bloom monitoring and management decisions.

Failure to receive manufacturer-authorized maintenance, repairs, emergency service, and software updates could reduce instrument performance, delay analytical results, increase downtime, and negatively impact the agency's ability to support its scientific and operational mission. Furthermore, the loss of warranty coverage could result in increased repair costs and extended equipment outages.

Based on the manufacturer's exclusive authorization, the proprietary nature of the required software and service resources, and the operational necessity of maintaining the instrument in accordance with manufacturer specifications, JEOL USA, Inc. is the only source capable of providing the required maintenance and support services for the JEOL Transmission Electron

Microscope (Model JEM-1400).
