About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Fish and Wildlife Conservation Commission for survey research services. The Florida Fish and Wildlife Research Institute seeks to implement additional sampling for the 2027 National Survey of Fishing, Hunting, and Wildlife-Associated Recreation, which will complement the national survey conducted by the U.S. Fish & Wildlife Service. The project requires the contractor to distribute the same questionnaire used in the national survey to additional Florida respondents to enable state and regional level estimates of participation and expenditures while allowing comparisons to national trends. Data collection will be conducted from January 2027 through March 2028, with a contract term of three years from purchase order execution. The deadline for prospective vendors to submit information regarding their ability to supply these services is June 22, 2026. Contact information for inquiries is provided by Adrian Wiggins at the agency's Tallahassee office.
The estimated contract value is $174,500. The agency intends to award the contract to National Opinion Research Center (NORC) at the University of Chicago as a single source, justifying this decision on the grounds that NORC is the sole contractor implementing the 2027 National Survey for the U.S. Fish & Wildlife Service and is therefore the only source with access to the national questionnaire and their proprietary AmeriSpeak survey panel required for state-level implementation. The deliverables include a weighted dataset, a comprehensive report on results, presentation slides, and additional analytical support. The single source procurement notice was posted on May 29, 2026, and will remain posted for at least 15 business days in accordance with Florida Statutes sections 120.57(3) and 287.057(3).
