About this file
This is a Description of Intended Single Source Purchase (PUR 7776) form filed by the Agency for Health Care Administration (AHCA) in Florida. The agency is seeking to renew SAS software licenses, specifically including Base SAS, SAS Access Interface to ODBC, SAS Access Interface to PC Files, SAS STAT, SAS ETS, and SAS Graph modules. The agency currently maintains approximately 30 active SAS licenses. The posting was made on April 24, 2026, with a deadline for receipt of vendor information by May 15, 2026. The contract term is one year, with the contact for questions being Holland Thornton at the AHCA Office of Information Systems.
The estimated contract value is $50,000.00. SAS Institute Inc. has been identified as the sole source for this procurement because the agency's existing licenses are non-transferrable to resellers and can only be renewed directly with the manufacturer. The agency's divisions utilize these licenses for critical functions including health care facility survey and certification activities, monthly scheduling reports, data analysis for Medicaid operations, and database connectivity. The current à la carte license model offers flexibility in user numbers and types and is available exclusively through SAS Institute renewal. The purchase was approved by multiple AHCA leadership including the Deputy Secretary, Chief of Staff, and Secretary, among other designated approvers.

AHCA’s Division of Health Care Policy and Oversight (HCPO) staff use the SAS licenses to conduct business on behalf of Federal/State survey & certification activities related to Florida health care facilities; run monthly scheduling reports and ad hoc data requests; create charts/graphs for survey data, import/export Access files; and connect to Oracle/Versa/Medicaid
Data Services Database Administrators (MDSDBA) databases.
AHCA’s Division of Medicaid staff use the mission critical SAS licenses to extract, convert, clean, and analyze large amounts of data. Some of the more experienced Medicaid users employ
SAS for nearly all assignments. Management decisions are often based on the information obtained using SAS.
Intended Single Source:
SAS Institute Inc.
Estimated Dollar Amount:
$50,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Therefore, the Agency is unable to renew these licenses with any other vendor. The current license model (al la carte) offered by SAS Institute allows for flexibility in user license numbers and types and can only be obtained through renewal with SAS Institute.
