About this file
This is a PUR 7776 single-source purchase description filed by the Florida Fish & Wildlife Conservation Commission (FWC) for the acquisition of a Grasslander Native Seed Planter. The agency seeks to procure equipment specifically designed for planting native warm-season grasses, primarily wiregrass (Aristida stricta), in Florida through light seeding operations. The Grasslander is a no-till seeder equipped with spring-loaded tine harrows, 5-inch diameter straight rigid tubes, and tire rollers to scarify soil, broadcast seeds, and ensure proper seed-to-soil contact in challenging forested environments with stumps and debris. The requestor is the Division of Habitat and Species Conservation, Wildlife and Habitat Management in Crawfordville, Florida, with contact Adrian Wiggins. The deadline for prospective vendors to submit written information regarding their ability to supply the equipment is March 4, 2026 at 3:30 pm ET. The contract term is three years upon issuance of a purchase order.
The estimated dollar amount for this single-source acquisition is $94,000.00. The FWC has determined that the Grasslander is the only seeder specifically engineered for planting native fluffy seeds like wiregrass in rough terrain and forested conditions without clogging. The agency asserts that no competing equipment meets the unique performance requirements necessary for successful wiregrass establishment, which requires soil scarification, surface seed broadcasting, and firm packing into mineral soil. This procurement is classified under UNSPSC codes for agricultural machinery for planting and seeding, soil preparation, and forestry machinery. The single-source justification was approved by multiple FWC divisions including Biological Scientists, Biological Administrators, the Northwest Regional Business Manager, and the Purchasing Director.

The goal is to conduct light seeding of native warm-season grasses, primarily wiregrass (Aristida stricta), in Florida. This requires a no-till seeder equipped with spring-loaded tine harrows capable of navigiating rough terrain to scarify the soil, broadcast seeds on the surface, and roll them into mineral soil to ensure proper seed-to-soil contact. The equipment must be capable of operating in forested environments and on sites where stumps and other debris may be present.
Additionally, the seeder must include 5-inch diameter straight rigid tubes to broadcast seeds without clogging and tire rollers to pack the seeds firmly into the soil.
Intended Single Source:
Grasslander Seeder
Estimated Dollar Amount:
$94,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
The Grasslander is a no-till seeder designed for planting native fluffy, trashy seeds such as wiregrass (Aristida stricta). It includes 5-inch diameter straight rigid tubes to broadcast seeds without clogging and tire rollers to pack the seeds firmly into the soil. The Grasslander scarifies the soil, broadcasts seeds on the surface, and rolls them into mineral soil to ensure proper seed-to-soil contact—a critical factor for establishing a successful stand of wiregrass. Equipped with spring-loaded tine harrows capable of navigating rough terrain. Built for rugged conditions, it operates in rough terrain without complex electronics and is capable of functioning in forested environments and on sites where stumps and other debris may be present. It is the only seeder available specifically engineered for planting native fluffy seeds like wiregrass in these challenging conditions.
