About this file

This is a Single Source Purchase Justification (PUR 7776) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for law enforcement training services. The agency seeks to procure boat operations and training courses through the National Association of State Boating Law Administrators (NASBLA) for a three-year term running from July 2, 2026, through July 1, 2029. The training curriculum includes Basic Crew Member, Boat Operator for Search and Rescue (BOSAR), Tactical Operator, Pursuit and Stop, and Small Vessel Rad-Nue Detection courses. Graduates must receive credentials recognized by all 56 states and territories and the U.S. Coast Guard as meeting national standards for trained and credentialed crew members and boat operators. The requestor is Captain Thomas VanTrees from the Division of Law Enforcement, Operational Support. Prospective vendors must submit written information regarding their ability to provide the described services by February 18, 2026, at 2:00 PM ET. This posting will remain active for a minimum of seven business days.

The estimated contract value is $425,000.00. The FWC has justified the single-source acquisition by establishing that NASBLA's BOAT program courses are the only courses nationally recognized by all states, territories, and the U.S. Coast Guard as meeting training and credentialing standards. NASBLA nationally credentialed instructors are the sole authorized providers of this training, and only NASBLA-coordinated and delivered courses with NASBLA-issued Certificates of Completion can result in entry into the national database of trained and credentialed crew members. The procurement was approved by multiple FWC personnel including Sean Singletary (Senior Management Analyst I), Thomas VanTrees (Captain), Grant Burton (Major), Alfredo Escanio (Lieutenant Colonel), Matthew Carroll (Purchasing Specialist Supervisor), Rachel Korade (Purchasing Director), and Philip T. Stone (General Services Section Leader).
