About this file
The document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Fish and Wildlife Conservation Commission's Florida Fish and Wildlife Research Institute. The document details a procurement for Sea-Bird Scientific Conductivity, Temperature, Depth (CTD) Profilers and Auxiliary Sensors used to measure ocean water quality, with a focus on supporting the Harmful Algal Bloom research group. The procurement is for a three-year term upon issuance of the purchase order, with an estimated budget of up to $150,000, and is posted from 07/02/2025 with a last day for receipt of information on 07/25/25.
Sea-Bird Scientific is identified as the sole source vendor, being the exclusive manufacturer and supplier of these specialized scientific instruments, and the only authorized facility capable of performing service and calibration. The justification emphasizes the unique technical requirements, including the need for annual recalibration at Sea-Bird's facilities and the specific compatibility of their Submersible Underwater Nutrient Analyzer (SUNA) sensor with their profiling systems. The procurement is critical for continuing water quality research, particularly for the Harmful Algal Blooms group, and involves maintaining four existing CTD Profilers and potential future equipment purchases.

DESCRIPTION OF INTENDED
SINGLE SOURCE PURCHASE
(PUR 7776)
AGENCY: Florida Fish and Wildlife Conservation Commission - Florida Fish and Wildlife
Research Institute
TITLE: Sea-Bird Scientific Equipment Purchases and Maintenance
Short description of the commodity or service desired: Sea-Bird Scientific Conductivity, Temperature, Depth (CTD) Profilers and Auxiliary Sensors are used to measure ocean water quality. Maintenance of current equipment and purchases of new equipment are crucial to collect this data and continue the work of the Harmful Algal Bloom group. These instruments must be regularly maintained due to their use in a salt water environment.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
This request is to ensure future equipment purchases and proper calibration, maintenance, and repair of our Sea-bird Scientific profilers and sensors. The purchase of new equipment and service and maintenance of our four Conductivity, Temperature, and Depth Profilers and
Auxiliary Sensors is required for continuation of work for the Harmful Alge Bloom group.
Intended Single Source:
Sea-Bird Scientific
Estimated Dollar Amount:
up to $150,000
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Sea-Bird Scientific is the sole manufacturer and supplier of Sea-Bird products, and they are the only authorized facility equipped to perform service and calibration of Sea-Bird instruments.
They recommend recalibrating Conductivity, Temperature, and Depth Profilers and sensors once per year at Sea-Bird's facilities. Sea-Bird maintains state-of-the-art equipment, thorough processes, and appropriate procedures to provide the most accurate calibrations of Sea-Bird instruments. We have four Sea-Bird Conductivity, Temperature, and Depth Profilers equipped with Sea-Bird auxiliary sensors that are crucial to further water quality research in the Harmful
Algal Blooms group. We have also procured a Submersible Underwater Nutrient Analyzer
(SUNA) sensor and may procure more, and Sea-Bird are the only providers of that sensor. The
SUNA is already integrated on West Florida Shelf moorings, glider deployments, and more.
Further, all Sea-Bird profiling CTDs come equipped with “Voltage Channels” that can accept and analog voltage signal within 0-5 V, and the SUNA is configured to output analog data to allow for critical real-time profiling applications, so having a SUNA and compatible Sea-Bird profiling system is also necessary.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
Matt Garrett, Contract Manager, Associate Research Scientist, Requestor
Katherine Hubbard, Research Scientist, Supervisor
Caroline Gorga, Section Leader
Leanne Flewelling, Deputy Director
Matthew Carroll, Purchasing Specialist Supervisor
Rachel Korade, Purchasing Director
