About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of State, Division of Library and Information Services. The agency is seeking to procure an OCLC Bibliographic Database, an online database retrieval service classified under UNSPSC code 81111902. The contract term is July 1, 2026, through June 30, 2027. The posting date was May 1, 2026, with a deadline for receipt of information by May 22, 2026, allowing for a 15 business day response period. The requestor is Cathy Moloney from the Division of Library and Information Services, with the primary contact being David Shufflebotham at the Department of State's Purchasing Office.
The estimated dollar amount for this single source purchase is $83,861.77. The agency justifies the single source acquisition based on the unique and proprietary nature of OCLC's services, asserting that no other vendor can provide the specific cataloging technical assistance, shared cataloging access, and resource sharing services required under Chapter 257.04(4) of the Florida Statutes. The purchase was approved by multiple stakeholders, including Cathy Moloney (Bureau Chief), Amy Johnson (Division Director), Katrina Youman (Purchasing Manager), Fred Heery (Division Director of Administrative Services), and John Boynton (Chief Operating Officer). The intended single source vendor is OCLC Online Center Library Center, Inc., located in Dublin, Ohio.
