About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Juvenile Justice for Advanced Recruiter Training services. The training is a specialized course designed to enhance interpersonal skills for DJJ employees recruiting individuals to join the Office of Detention Services, with curriculum topics including emotional intelligence in sales, strategic lead generation, consultative selling techniques, negotiation and persuasion skills, closing techniques, and post-sale relationship management. The training targets both sworn and civilian personnel and is intended for staff who have completed Performance Protocol's initial Recruitment Bootcamp. The contract term runs from January 1, 2026 through December 31, 2027 (two years). The last day for receipt of vendor information is December 30, 2025, with the posting date of December 5, 2025.

The estimated dollar amount for this single source procurement is $50,000.00. The intended single source vendor is Performance Protocol, which has previously provided this training to the Florida Department of Law Enforcement. The justification for single source acquisition emphasizes Performance Protocol's unique ability to address public safety workforce challenges through practitioner-designed training grounded in military and corporate recruitment science, integrated technology that translates frontline feedback into functional enhancements, and an integrated readiness model that aligns people, processes, data, and technology. The Department documented that research of State Term Contracts, approved Alternate Contract Sources, and other known training providers did not yield comparable alternatives. The procurement was approved by Matthew J. Walsh (Secretary), Timothy Niermann (Deputy Secretary), Cina Wilson-Johnson (Assistant Secretary for Detention Services), and Tonja Mathews (Assistant General Counsel).

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Performance Protocol's Advanced Recruiter Training is designed to address the unique workforce challenges of public safety agencies. This training has been provided to the FL Department of Law Enforcement and can seemlessly be provided to juvenile justice staff. The training was designed by practitioners with extensive experience in both military and corporate recruitment, and reflects the highest standards of recruitment science while remaining grounded in the realities of policing. Performance Protocol's technology and software have the capacity to translate frontline feedback into functional enhancements which set it apart from solutions provided by broader markets. Performance Protocol provides a level of integration between various programs which ensures improvements in one area are reflected across the organization;

providing measureable, system-wide gains. Performance Protocol's integrated readiness model addresses root causes by aligning people, processes, data, and technology.

The Department researched existing State Term Contracts, approved Alternate Contract Sources, and other known providers of training, but did not find anything comparable to Performance Protocol's Advanced Recruiter Training.

Matthew J. Walsh, MSW - Secretary of the Florida Department of Juvenile Justice Timothy Niermann - Deputy Secretary Cina Wilson-Johnson - Assistant Secretary for Detention Services Tonja Mathews - Assistant General Counsel
