About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Management Services for Pension Administration Benchmarking Services. The Department seeks to procure benchmarking services classified under UNSPSC code 84111501-Cost Accounting/Benchmarking Services for a three-year term effective upon issuance of the first purchase order. The posting date is September 15, 2026, with a deadline for receipt of vendor information by October 5, 2026. The requestor is the Division of Retirement within the Department of Management Services. The Department administers the Florida Retirement System (FRS), one of the largest state retirement systems in the United States with more than 1.2 million members and $212.6 billion in assets. The intended single source vendor is CEM Benchmarking, Inc., which has been identified as the sole provider capable of delivering the required services.
The estimated contract value is $189,000.00 over the three-year term. CEM Benchmarking has been selected as the sole source due to its proprietary service score model that evaluates over 700 data points, providing standardized peer-group comparisons and integrated cost benchmarking analysis. The vendor is uniquely positioned in the industry with no known competitors collecting data at comparable granularity levels or enforcing equivalent data validation processes. CEM's longitudinal database contains nearly 30 years of historical data contributed directly by institutional plan sponsors, providing continuity and trend analysis capabilities unmatched in the marketplace. The Department has determined this systematic data collection and peer-system comparison capability is essential for identifying and executing best practices to optimize efficiencies and achieve cost reductions. The contract has been approved by Kathy Gould, State Retirement Director; Amber Burns, Deputy Director of Financial and Support Services; Shirley Beauford, Technology Services Project Administrator; and Shaundra Mitchell, Bureau Chief of Business Support Services.
