About this file
This document is a Description of Intended Single Source Purchase (Form PUR 7776) issued by the Florida Department of Environmental Protection (DEP) for the procurement of a Marsh Master MM-2MX-KC-FF amphibious tracked vehicle along with attachments and a trailer. The Marsh Master is required for resource management activities, such as prescribed fire and invasive plant control, in the wetland and submerged habitats managed by DEP's District 1. The total estimated cost for the one-time purchase is $245,640. The deadline for vendors to provide information on their ability to supply the requested commodities is September 10, 2024.
The justification for the single-source procurement is that the Marsh Master vehicle, manufactured by Coast Machinery, LLC dba Marsh Master, is uniquely suited for the Department's resource management needs in areas that are otherwise inaccessible. An internet search found that other comparable amphibious vehicles lack the implement flexibility and capabilities required to perform the necessary tasks from a single machine. Funds for this purchase have been appropriated to the Department, and Coast Machinery is the sole manufacturer, distributor, and service provider for the Marsh Master product line.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Justification for Purchase of Marsh Master for Resource Management in District 1 State Parks District 1 manages over 16,500 acres of wetland and submerged habitats which are frequently inaccessible for resource management which includes prescribed fire and invasive plant control.
With almost 900 acres of pristine wet prairie and wet flatwoods at Yellow River Marsh Preserve State Park. The Marsh Master, a tracked amphibious vehicle, will allow improved access in areas where other equipment cannot reach.
In particular, the Marsh Master is a low ground pressure vehicle that will improve access to tidal/salt marsh and upland/marsh interfaces with minimum damage to natural resources. The onboard fire suppression package and mower attachment will allow for the establishment of fire containment lines for prescribed burning, wildfire suppression, and support prescribed fire operations in the difficult to manage wet prairie community.
Having the ability to limit the amount of wet prairie burned during a prescribed or wildfire has important implications for preserving habitat for rare birds such as the Bachman’s sparrow and rare plants including 6 varieties of imperiled or protected varieties of carnivorous plants, where excluding prescribed fire would be detrimental to local populations.
An internet search was conducted to see if there were comparable amphibious vehicles to the Marsh Master. The other brands discovered did not have the implement flexibility of the Marsh Master required for resource management in state parks, so you would need to have multiple vehicles (one machine to mow, one machine for fire suppression, and one outfitted for herbicide treatment) which would not be practical. The companies with equipment similar to a Marsh Master, but with fewer capabilities to conduct multiple types of resource management from one machine, included Wilson Marsh Equipment, Mobitrac, and Hydratrek. The identified machines from these companies while comparable in appearance are not in function, requiring multiple machines to perform the tasks one Marsh Master is capable of.
Funds were appropriated to the department by Senate Bill 1638. The Division of Recreation and Parks (Division) is appropriated funding in several special categories. Language in the
