About this file
This is a Description of Intended Single Source Purchase (Form PUR 7776) issued by the Florida Department of Environmental Protection (FDEP) for a cloud-based strategy and performance management software solution. The FDEP's Office of Technology and Information Services seeks to procure ClearPoint Strategy licenses and support services from the sole source vendor, Ascendant Strategy Management Group, LLC dba ClearPoint Strategy. The posting was made on January 23, 2026, with a deadline for receipt of information from prospective vendors on February 13, 2026, representing the statutorily mandated fifteen business day advertisement period. The contract term is three years, running from March 7, 2026, through March 6, 2029, with no renewal options mentioned. The software will be utilized across the entire FDEP organization to consolidate and automate reporting of goals, metrics, projects, and action items from multiple data sources, eliminating manual data collection and formatting processes.
The estimated total contract value for the three-year license and support service is $117,000. Ascendant Strategy Management Group is designated as the sole source because it is the creator and exclusive owner of the proprietary ClearPoint Strategy software code and is the only qualified organization in the United States authorized to provide licenses, implementation, and support services for this platform. The justification for single source acquisition emphasizes that no competitive alternative exists, as the vendor is the sole proprietor of the software. The procurement was approved by Jessica Chui (Executive Staff Director), Dennis Hollingsworth (Chief Information Officer), and Kimberly Bowling (Purchasing Specialist Supervisor). Contact for inquiries is Kimberly Bowling at 850-245-2361 or Kimberly.Bowling@FloridaDEP.gov. The internal tracking number is 2026SS007 (SS-14933), and the UNSPSC codes are 81112500 (Computer software licensing rental or leasing service) and 43231500 (Business function specific software).
