About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Agriculture and Consumer Services (FDACS), Division of Consumer Services. The procurement seeks to purchase two Cooperative Fuel Research (CFR) engines—one ASTM D2700 for Motor Octane Number (MON) testing and one ASTM D2699 for Research Octane Number (RON) testing. The engines will be used to overhaul existing fuel quality testing equipment at the Division's laboratories in Pompano Beach and Tampa. The work scope includes overhaul of engine crankcase and carburetor assemblies, installation of replacement parts, replacement of lead-based crankcase components with lead-free alternatives to eliminate hazardous materials, installation of protective rear guards for personnel safety, and addition of a precision fuel blending system capable of blending reference fuels to within 0.2% accuracy. The deadline for prospective vendors to submit information regarding their ability to supply these commodities is January 12, 2026. This is a statutorily mandated fifteen business day advertisement period, with the posting date of December 16, 2025.
The estimated dollar amount for this procurement is up to $1,500,000, with an approximate contract amount of $1,199,666.68. The single source justification is based on CFR Engines Inc. being the only known manufacturer of RON and MON engines used for fuel quality testing, with their CFR F1/F2 Octane Rating Units recognized as the industry standard. These engines are the only known systems that fully conform to the specified ASTM testing protocols and integrate with existing CFR testing infrastructure. The procurement has been approved by multiple levels of FDACS management, including the Director of the Division of Consumer Services and the Purchasing Director II. If vendors believe they can provide comparable commodities or services, they should contact Nita Jackson, Government Analyst II, at procurement@fdacs.gov or (850) 617-8181 by the January 12, 2026 deadline.
