About this file
The document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Environmental Protection (DEP), specifically for the Office of Resilience & Coastal Protection's Beaches, Inlets and Ports Program. The contract is for Coastal Helicopter Aerial Videography/Photography Survey Services, to be provided by Camera Copters, Inc. (CCI) for a one-year term, with a focus on post-storm aerial survey services for Florida's 27 coastal counties. The services will involve helicopter videography of coastlines immediately following major hurricanes (category 3 or higher), conducted within 24 hours after a storm, with specific technical requirements for helicopter equipment, pilot qualifications, and video recording specifications.
The estimated contract value is $97,000, and CCI is being selected as a single-source provider due to their unique capabilities and extensive experience (over 20 years) in coastal helicopter aerial videography. The contract requires a highly specialized helicopter with specific technical configurations, including a 5-axis gyro-stabilized camera system, Sony 4K sensor, GPS data overlay, and precise flight parameters. The helicopter must be operated by a pilot with at least 1,500 hours of command time, 1,000 hours of turbine helicopter experience, and meet extensive technical and safety requirements. The primary purpose is to support DEP's mission of protecting and managing Florida's 825 miles of coastline by providing high-quality post-storm analytical video for damage assessment, recovery planning, and regulatory functions.
