About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Environmental Protection (DEP), Division of Environmental Assessment and Restoration (DEAR). The procurement is for Aquarius Time Series (AQTS) cloud service maintenance and support from Aquatic Informatics Inc., a proprietary software system used for statewide continuous monitoring water quality data management. The service is required for one year, with an estimated contract value of $39,000. The document was posted on April 16, 2026, with a deadline for receipt of prospective vendor information by May 7, 2026, representing a mandatory fifteen business day advertisement period. No specific site visits or bidder conferences are mentioned. The procurement is initiated by the Division of Environmental Assessment and Restoration's Watershed Services Program and is managed by contact Kimberly Bowling, Purchasing Specialist Supervisor, at the DEP's Tallahassee office.
The single source justification is based on Aquatic Informatics Inc. being the sole developer and operator of the Aquarius software brand, with no competing alternatives or authorized representatives available. DEAR currently operates the AQTS system to store and manage data from approximately 114 continuous monitoring locations statewide, containing over 900 time-series datasets essential to environmental assessments, impaired waters evaluations, and total maximum daily load modeling required under Chapter 403.67, Florida Statutes. The continued use of AQTS is deemed necessary to maintain mission-critical processes and ensure seamless continuity in data management and access. The procurement was approved by Denise Miller (Program Administrator), Kenneth Weaver (Deputy Director), and Kimberly Bowling (Purchasing Specialist Supervisor).
