About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document issued by the Florida Department of Citrus for new varieties development services for Florida's citrus industry. The Department seeks to contract with a vendor to provide research and licensing programs that develop, evaluate, and prioritize new citrus varieties to address consumer market expansion and disease and pest tolerance. The services are requested for a one-year term beginning July 1, 2026 through June 30, 2027. The posting date was April 6, 2026, with a deadline of April 27, 2026 for prospective vendors to submit information regarding their ability to supply the described services. The contract is categorized under UNSPSC code 93141905 and requires no specific site visits or bidder conferences; this is a single source procurement notice rather than a competitive bidding process.
The estimated contract value is $650,000.00. The Department intends to award this contract to the New Varieties Development and Management Corporation (NVDMC) as a single source vendor. The justification for single source procurement is based on NVDMC's unique expertise and established relationships with Florida's citrus industry developed over 15 years since 2006, when the organization was initially funded through competitive RFP processes. NVDMC was the sole respondent to the 2009 RFP due to the specialized nature of the services required. Given the industry's documented devastation from Huanglongbing (citrus greening) and related diseases over the past decade, continuity with the incumbent vendor is deemed critical to maintain progress toward industry needs. The contact for this procurement is Sharon McLeod, Purchasing Manager, at 863-537-3964 or smcleod@citrus.myflorida.com.

New Varieties Development and Management Corporation (NVDMC)
Estimated Dollar Amount:
$650,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Due to the devastation the citrus industry has experienced over the past 10 years with the increased challenges from HLB (citrus greening), it is important to continue to contract with an organization that has developed this unique understanding of the specific needs of the citrus industry relative to new varieties that may help to combat this and other diseases challenging the industry. Initial funding for NVDMC was provided during the 2006-07 fiscal year through the Florida Department of Citrus’ RFP procurement process, and subsequent RFP procurement process in 2009. During the 2009 process, NVDMC was the only vendor to respond to the request, due to its unique purpose and service to the citrus industry. Since 2006, NVDMC has been working with the industry in this capacity and has established the necessary relationships to maintain continuity and progress toward the needs of the industry.
