About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Citrus for New Varieties Development for Florida Citrus. The contract seeks to procure research and licensing services for developing new citrus varieties, with a focus on consumer market expansion and disease/pest tolerance. The contract is with the New Varieties Development and Management Corporation (NVDMC) for the term of July 1, 2025 through June 30, 2026, with a total estimated value of $650,000.00. The document was posted on April 3, 2025, with the last day for receipt of information being April 24, 2025.
The single source justification stems from the citrus industry's ongoing challenges with HLB (citrus greening) and the need for continuous research into disease-resistant varieties. NVDMC has been the sole respondent to previous RFP procurement processes since 2006 and has established critical relationships within the industry. The organization's primary objectives include providing timely and affordable access to new citrus varieties, establishing research priorities, negotiating acquisition rights, monitoring industry needs, and supporting the overall health and viability of Florida's citrus industry. The contract aims to support ongoing efforts to develop and manage new citrus cultivars that can address changing consumer preferences and industry challenges.

New Varieties Development and Management Corporation (NVDMC)
Estimated Dollar Amount:
$650,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Due to the devastation the citrus industry has experienced over the past 10 years with the increased challenges from HLB (citrus greening), it is important to continue to contract with an organization that has developed this unique understanding of the specific needs of the citrus industry relative to new varieties that may help to combat this and other diseases challenging the industry. Initial funding for NVDMC was provided during the 2006-07 fiscal year through the Florida Department of Citrus’ RFP procurement process, and subsequent RFP procurement process in 2009. During the 2009 process, NVDMC was the only vendor to respond to the request, due to its unique purpose and service to the citrus industry. Since 2006, NVDMC has been working with the industry in this capacity and has established the necessary relationships to maintain continuity and progress toward the needs of the industry.
