About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Citrus. The Department seeks to contract with the New Varieties Development and Management Corporation (NVDMC) to provide services to the citrus industry through research and licensing programs that evaluate and prioritize Florida's need for new citrus varieties, including those needed for consumer market expansion and disease and pest tolerance. The contract term is from July 1, 2024 through June 30, 2025, with an estimated value of $650,000.

The Department justifies this single source acquisition due to the devastation the citrus industry has experienced over the past 10 years from citrus greening, and the need to continue working with an organization that has developed a unique understanding of the industry's specific needs for new citrus varieties to combat diseases. NVDMC has held this contract since 2006 and was the sole respondent to the Department's 2009 procurement, due to its specialized purpose and service to the citrus industry.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Due to the devastation the citrus industry has experienced over the past 10 years with the increased challenges from HLB (citrus greening), it is important to continue to contract with an organization that has developed this unique understanding of the specific needs of the citrus industry relative to new varieties that may help to combat this and other diseases challenging the industry. Initial funding for NVDMC was provided during the 2006-07 fiscal year through the Florida Department of Citrus’ RFP procurement process, and subsequent RFP procurement process in 2009. During the 2009 process, NVDMC was the only vendor to respond to the request, due to its unique purpose and service to the citrus industry. Since 2006, NVDMC has been working with the industry in this capacity and has established the necessary relationships to maintain continuity and progress toward the needs of the industry.
