About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Citrus. The Department seeks to contract with the Florida Citrus Research Foundation (FCRF), a private non-profit organization, to manage research and caretaking activities at the A.H. Whitmore Foundation Farm, which is dedicated to citrus research and breeding of new citrus varieties. The services required include evaluating and determining the need for repairs, maintenance, and upgrades to the farm's infrastructure to support current and future research activities. The contract term is from July 1, 2023, to June 30, 2024. The estimated dollar amount for the contract is $360,000.
The justification for this single-source acquisition is that the FCRF is uniquely positioned to oversee the necessary work at the A.H. Whitmore Foundation Farm, as it is the organization that owns and partially manages the farm in support of USDA-ARS breeding research and other citrus research initiatives. Due to the challenges faced by the citrus industry, it is critical to maintain and upgrade the farm's facilities to continue supporting existing and future citrus variety research.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Due to the devastation the citrus industry has experienced over the past 10 years with the increased challenges from HLB (citrus greening), it is important to contract with an organization to support existing and future new citrus varieties research. The A.H. Whitmore Foundation Farm opened in 1959 and is dedicated to citrus research and breeding improved new varieties. The Farm is owned and partially managed by Florida Citrus Research Foundation (FCRF). The FCRF board operates the farm in support of USDA-ARS breeding research, the New Varieties Development and Management Corporation’s demonstration block, and seed production blocks that include both old and new rootstocks for evaluation. The Farm requires continued major upgrades, maintenance, and repairs to the well and irrigation system in order to continue to protect the current and support future research, and the FRCF is uniquely positioned to contract and oversee that work.
