About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) posted by the Florida Department of Citrus. The Department seeks to contract with the New Varieties Development and Management Corporation (NVDMC) to provide services that will research, evaluate, and prioritize the need for new citrus varieties to address disease and consumer preferences. The contract term is from July 1, 2023 through June 30, 2024, with an estimated value of $650,000. NVDMC was initially selected through a competitive procurement process in 2006-07 and 2009, and has established the necessary relationships and expertise to uniquely serve the citrus industry's needs. Due to the challenges the industry has faced from citrus greening disease over the past 10 years, it is important to continue this contract with NVDMC to support the development of new citrus varieties that can combat diseases and changing consumer demands.

$650,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Due to the devastation the citrus industry has experienced over the past 10 years with the increased challenges from HLB (citrus greening), it is important to continue to contract with an organization that has developed this unique understanding of the specific needs of the citrus industry relative to new varieties that may help to combat this and other diseases challenging the industry. Initial funding for NVDMC was provided during the 2006-07 fiscal year through the Florida Department of Citrus’ RFP procurement process, and subsequent RFP procurement process in 2009. During the 2009 process, NVDMC was the only vendor to respond to the request, due to its unique purpose and service to the citrus industry. Since 2006, NVDMC has been working with the industry in this capacity and has established the necessary relationships to maintain continuity and progress toward the needs of the industry.
