About this file
The document is a Request for Proposal (RFP) #2023-RFP-093 issued by the City of Pittsburgh's Office of Management and Budget on behalf of the Department of Public Safety, seeking qualified vendors to supply uniforms and related services for multiple public safety bureaus. The RFP covers uniform needs for Police, Fire, EMS, Park Rangers, Crossing Guards, and other specialty units, with an estimated force of 800-900 officers. The solicitation was released on April 28, 2023, with a question submission deadline of June 7, 2023, and a proposal response deadline of July 21, 2023 at 5:00 pm. The contract is anticipated to be awarded in August 2023, with vendors expected to provide comprehensive uniform packages that include shirts, pants, jackets, accessories, and alteration services for various ranks and specialty units.
The pricing structure allows vendors to submit bids for one or more bureaus, with detailed pricing tables for different sizes (Small-XL and 2XL & Up) and specific uniform requirements for each department. The RFP emphasizes local presence, requiring vendors to have a storefront or distribution point within five air miles of Pittsburgh and an online ordering portal with capabilities for order placement, tracking, and alteration requests. The solicitation includes provisions for department-specific uniform packages, screen printing, badge attachments, and rank-specific customizations. Additionally, the RFP incorporates equal opportunity requirements, seeking to achieve 18% minority and 7% women-owned business enterprise participation, as well as a 5% veteran-owned small business goal.
