About this file
This is a vendor registration and bidding procedures guide issued by the Carroll County, Maryland Board of County Commissioners through the Department of the Comptroller. The document provides instructions for vendors seeking to participate in Carroll County government procurement opportunities. Rather than detailing a specific contract opportunity, this file serves as an instructional resource outlining the processes vendors must follow to register with the Public Purchase platform, access bid documents, submit bids, and review contract awards. All vendors are required to register with Public Purchase to view, download, and participate in county procurement activities. The guide directs users through the free registration process, which involves creating an account on Public Purchase and accepting the platform's terms and conditions.
The document outlines navigation procedures for accessing various bidding functionalities, including viewing notices of intent to award, reviewing bid tab sheets, searching closed and open bids, and downloading project documents. Contact information is provided for the Department of the Comptroller, including Comptroller Jennifer D. Hobbs' email (jhobbs@carrollcountymd.gov) and phone number (410-386-2085). The guide directs vendors to the Carroll County Government Purchasing Website and the Public Purchase portal for all procurement activities. No pricing terms, set-asides, incumbent information, funding amounts, or specific contract details are presented in this instructional document, as it functions solely as a procedural guide for accessing and navigating the county's procurement system.
