About this file
This document is a vendor registration and website instruction guide issued by the Carroll County, Maryland Board of County Commissioners and the Department of the Comptroller. The guide provides step-by-step instructions for vendors to register with Public Purchase, the online platform used by Carroll County Government for procurement activities. All vendors must register with Public Purchase to view, download, and participate in bidding on county projects. The registration process is free and requires vendors to complete information forms, receive an activation email from Public Purchase, and then register specifically with Carroll County Government through the Public Purchase platform. Once registered, vendors can access project information, download bid documents, view award notices, and submit bids through the system.
The document outlines procedures for both registered and new vendors to navigate the Public Purchase website, including how to search for projects using the Carroll County Government (MD) agency name, access closed and open bids, review bid tab sheets and item details, and obtain bidding procedures. The guide includes contact information for the Department of the Comptroller, specifically Jennifer D. Hobbs, the Comptroller, and provides links to relevant websites including the Carroll County Government Purchasing Website and Public Purchase platform. A chat function is available for vendors requiring assistance. The document establishes the framework for transparent, accessible procurement processes and does not specify details regarding particular contract opportunities, pricing terms, or funding information.
