About this file

This is a vendor registration and website instructions document issued by the Carroll County Government Department of the Comptroller in Maryland, providing guidance for vendors seeking to participate in county procurement opportunities. The document outlines the procedures for registering with Public Purchase, the county's procurement portal, and accessing bid opportunities through the Carroll County Government Purchasing Website. Vendors must complete free registration with Public Purchase and accept the terms and conditions to view, download, and participate in project bidding. The instructions direct vendors on navigating key procurement functions including locating Notice of Intent to Award documents, accessing Bid Tab Sheets, reviewing bid item details, searching for closed and open bids by title or number, and downloading bid documents. The document provides contact information for the Department of the Comptroller, including email (jhobbs@carrollcountymd.gov) and phone (410-386-2085), and references a chat feature for vendors requiring assistance.

The document does not specify pricing terms, set-asides, incumbent information, funding sources, or contract amounts. No particular timeline, response dates, or award dates are provided in the instructions. This document serves as an administrative guide rather than a specific solicitation, establishing the procurement process framework and portal access requirements that vendors must follow to engage with Carroll County Government contracting opportunities.
