About this file

This is a Public Notice of Permissive Cooperative regarding a Comprehensive Facility Assessment for the Port of Portland. The notice announces a cooperative procurement opportunity through which multiple jurisdictions and agencies may participate in a permissive cooperative agreement structure. The document outlines the availability of comprehensive facility assessment services that can be leveraged across participating entities. While specific response deadlines and award dates are referenced as part of the cooperative framework, the notice establishes the Port of Portland's facility assessment requirements as the basis for a cooperative contract that other public agencies may access. The contract term and any renewal options would be structured to allow flexibility for participating agencies to engage services as needed throughout the agreement period.

The cooperative procurement structure allows multiple public entities to benefit from negotiated pricing and terms established through the Port of Portland's initial facility assessment procurement. Pricing terms, set-asides, and incumbent information would be determined through the underlying competitive solicitation process. The permissive cooperative framework is designed to provide cost efficiency and administrative convenience for participating agencies by leveraging a single competitively-procured contract rather than requiring individual agencies to conduct separate solicitations. Funding for services accessed through this cooperative would be the responsibility of each participating agency, with costs allocated based on their individual usage and service requirements under the established contract terms.
