Section 2 – SELECTION PROCESS
This Project will be awarded to a Design-Builder utilizing a Best Value selection method described in Chapter 672-18 of the Rules and Regulations of the State of Georgia, Department of Transportation “Governing the Design-Build Procedures.” A Design-Builder includes a Lead Contractor and a Lead Design Consultant working together to design and construct the Project.
Step 1 – Selection of Finalist
The Selection Committee, consisting of qualified representatives from Georgia DOT, will evaluate the Statements of Qualifications (“SOQ”) submitted in response to the Request for Qualifications (RFQ) in accordance with selection criteria published in the RFQ. Section 4 (Selection Criteria) of this PNA provides general information with respect to the RFQ evaluation criteria. Proposers must be prequalified in the Area Classes set out in Section 4 (Selection Criteria) of the PNA, must have submitted a responsive SOQ, and pass all pass/fail criteria set out in the RFQ. Georgia DOT will select up to a maximum of five Proposers who will then be eligible to submit a Proposal package in response to the RFP.
Step 2 – Selection of Team
Selection of the Design-Builder will be based on the highest combined score of the sum of the Price Proposal score and the Technical Proposal score as described in Board Rules 672-18.01 through 672-
18.13 regarding the Design-Build Procedures.
A Technical Review Committee, consisting of qualified representatives of Georgia DOT, will evaluate the Technical Proposals of the selected Proposers who timely submitted their Proposals for responsiveness to the RFP, and if responsive, the Technical Review Committee will then evaluate Technical Proposals from the selected finalists of the Proposers. The Technical Proposal scores will be revealed prior to the public opening of the Price Proposals. Georgia DOT will then identify the Apparent Successful Proposer with the highest combined score by adding each Proposer’s Technical Proposal score to its Price Proposal score in accordance with the criteria established in the RFP. Georgia DOT’s Technical Review Committee will provide the award recommendation for the Apparent Successful Proposer to the Bid Review Committee, who will take the recommendation under advisement when making the final decision to award.
